<Link id="33" /> inside a Zone lists the destination zone ids reachable from it. Travel is defined per direction, so add the Link on both ends for a two-way gate, or on one end for a one-way route. Delete a Link to close a route. Link ids must match a real Zone id or the gate breaks. After editing, check both zones list each other if you want two-way travel.
